Arrest him?[]
Is it possible to give him to the authorities? I heard a few citizens say that Jaree-Ra is up to no good and if King Torygg was alive, then he would not have been allowed in the city. It is rather frustrating isn't it? When the storywriters decide your only interaction with him is to be obviously duped. Such is the way with dialogue in video games unfortunately. To allow you to unmask his intentions would require some path through the conversation and it would probably be obvious enough that most people would never fall for the lies (at least, not unintentionally).
