Could someone who knows the mechanics offer a better explanation of luck?

Unconfirmed, but it may tweak the likelihood of "good" or useful loot from chests slightly higher.

So if I understand well, luck doesn't just helps in the Arena? (The team you bet on has more health) Does it mean that if I create a potion, Luck may help it be better, as an example?
I'm trying to create the 'perfect' character in Oblivion and when working with some spreadsheets I wondered: "When you add a point to Luck after leveling up and the Luck Attribute is raised so that all skills should gain an additional level and your Major Skills are inevitably affected by this increase, Does it count towards your next level?" I would guess it does not since that would give you an extra 7/10 of a level, but I haven't had the time to test it for myself. If somebody could clarify how this universal skill increase works it would be greatly appreciated. Multiple sources are explaining it differently.
