This room?
I met this guy in a really weird place:
I had lost my follower (told her to wait while I was clearing) and she disappeared. I used player.moveto to get to her and got teleported in a very strange place:
2 corridors forming a cross, 4 sides ending on the void. Pitch black outside, purple gloomy light inside. Looked like hell, or at least purgatory.
There was my follower, the body of saadia (that I killed after getting her reward) and the malborn guy, naked, waiting.
After 3 days the follower tired of waiting and left my service.
I used moveto and she was still there.
Weiiird.

It happened to me too. I added a photo. This room is weird, but it's fun to kill these guys cause they are so weak :)
I've been to the hell room as well. It appears to be a dumping space for named NPCs that won't respawn when killed and/or aren't needed anymore. I've been googling around it appears the name for it is "WIDeadBodyCleanupCell" if you fancy a COC there. You can also use the player.moveto if you have the ID of a dead named npc to travel to, like Ancano, or Roggvir once their bodies have despawned.

Weird, The Whiterun mage was in there but I swear I saw him at dragon's reach.
Just wanted to let whoever manages this page know that Malbourn can be found at a different location after leaving the Thalmor Embassy. Some time after completely the Diplomatic Immunity quest, I found Malborn at the New Gnisis Cornerclub in Windhelm. The assassin was found just outside the city near the stables.

Assistance from followers at the end[]
Having a follower may help at the very end of the quest if you want to keep Malborn alive. I had Serana as my follower the last time I did it, and when I passed through the final cave, I found she had already entered it from the outside and killed the troll before it could harm anyone.
