I am confused about two things involving this shipEdit

I was traveling towards the ship from the south and came across a bear that was glowing green as if it was being controlled by a Spriggian. I looked around and there werent any spriggians.

Second thing was a boat oar used as a flag on the shore to the north of the ship. It had a skeleton, book entitled, "Beggar", and I think a leveled dagger (Not too sure). Im sure Bethesda put this here for a random reason or something. Can someone help clarify this?
