DescriptionEdit

The Justiciars are headquartered within this garrison. Effectively run by the Thalmor, they oversee the terms of the peace accords signed by the Empire. Principally, this means rooting out Talos worshippers.

This location is relatively empty, as the Thalmor are more content to rule Skyrim from the Embassy, located within the mountains above Solitude.

Followers will consider you to be trespassing inside here.

If the Dragonborn has assisted Ondelomar, a Thalmor Officer in Understone Keep, the bed is able to be slept in and nearly all of the items are able to be taken, instead of having to be stolen. Also, it will not count as trespassing.
