To receive the quest, one must open the Crown Store tab, and buy a New Life Festival Scroll, then use it to read its contents, which are:
"<A simple map directs revelers to Breda, a New Life Herald in Eastmarch. There is a small note scrawled on the map.>
"All are welcome to celebrate the New Life Festival!"
The Vestige is then directed to Breda, which is just north of the Kynesgrove Wayshrine in Eastmarch. After speaking to her the quest concludes. Alternatively, one can simply find Breda himself without the need of a Scroll, and conclude the quest that way.
