Great idea in concept, but likely not. While I have no doubt that roleplayers will actively participate in scenes like this, I don't think they would implement freeworld self-faction PvP. Unless some system was implemented where it was an agreement between a set number of players which allowed free PvP between friendly faction members within the agreement, it seems like it would interfere too much with casual PvE players attempting to quest in friendly areas, or minding their own business in cities of their own faction. Also unlikely that players will be able to kill guards of their own faction, towns would get incredibly chaotic.
I personally think that world-PvP is the downfall of most story-driven games (in my opinion, nothing more). That being said, EVE (which is not story-driven, and is a true sandbox game) has a player bounty system. However, EVE is almost solely a PvP game, based on skill, and driven by whatever the players can create and think of. EOS will be lore-driven, have a specialized PvP zone with it's one story and lore backing it. While I would love to see a bounty system in more online games similar to what EVE has implimented, I'm not sure it would work as well with games like EOS, WoW, etc.
All of that being said, I would be lying through my teeth if I said that I didn't want to be an EOS bounty hunter. So if Zenimax can pull it off without screwing up the PvE portion of the game, more power to them.
