nm, i think the letter was the one found at the farm when you start the quest. duhhh.lol
"Letter to Imperial City" and "Declaration of War" letters are mutualy exclusive. You can only get one but not the other.
First one is on Falx if you kill him in Fort Frostmoth without starting the quest to kill him (March of the Dead) prior to killing him. This is very unlikey because the quest giver is on direct path to the Fort and the event is practically forced.
This results in starting the quest (and missing the first letter immediatly) but initiating events which lead to getting the second letter. Which is missable if you kill Falx without the quest active.
I made a small mistake: it's possible to get both letters if you start the quest, kill Ash Spawns, skip talking to Captain Veleth and take Declaration from ash pile. Then go to Fort to kill Falx and Imperial City letter will be on him.
Somewhere in the middle of "March of the Dead" Falx letter gets removed. Not sure when. Maybe after reading Declaration or speaking to Veleth.
However (I ain't done yet...), once you have both letters, the one on Falx will have to be handed over to a guard in Raven Rock to complete the quest. Once that happens the letter gets obliterated from the game. Oh well, at least you've gotten a chance to read it :p
I have only the letter from the ash warrior from the farm - there was nothing on the body of the General - and the Captain doesn't take the letter - the quest stays open no matter how often I speak to the Captain - pls help me solve this quest - hate to leave it open
I have the same problem. Fort Frostmoth is cleared, there's no sign of the "Letter to Imperial City" anywhere, and the quest just hangs there saying "Read the note". Any help? At this point I'm even willing to use console comands to fix this.
