Ok so, I got the mace at I want to say level twelve and as it says above it had twenty three damage and the average enchantment. Is this a glitch? The wiki says it has sixteen base damage. This is in Skyrim.

i got it later in the game and played through the game one handed weapons
i got molag bal with 43 damadge
I got it with all my one handed perks put into one handed while wearing Deathbrand and it did 90, which was the same as a Stalrhim mace and Miraak's Sword. Do Daedric Artifacts level in Skyrim? I can't figure it out.
The only weapon i can think of that levels itself is the Ebony Blade. The damage displayed on all weapon in afected by your level (and perks etc) so they will change.
So the damage will increase over time with the Mace?
Although the weapons base damage will be the same your strength and perks will be added, so the mace won't actually increase but the damage you can do with it will.
For example every time you level up the one-handed skill the mace will get 0.5% more damage.
Do not confuse base weapons damage, and an equipped weapon.
Example, base damage for the Molag Bal Mace is 16, at one handed skill 15 and no perks and the enchatments (stamina and magicka damage) are also at a base, not including destruction skill and perks.
If you get more damage and better enchantments, that means you'r one handed skill (and perks) along with destruction skill (and perks) will effect it.
This applies for archery, one handed, light armour, heavy armour, block etc.....you'r skill and perks will effect everything (pretty much) you find/have.
With high one handed skill, perks and enchantments, my Mace of Molag Bal does approximately 300 damage per hit, the number of 16 is the base damage and it is HEAVILY dependant on your one handed skill.
The wiki is speaking of base damage, not counting your one handed skill. If you have any perks, then it'll do more damage. Also, every skill increase from 1-100 increases its damage slightly.
