Yep i always assume their previous meal was carrying them, thats why you sometimes find rings in them too.

How do normal wolves pick up gems? How do bears pick up silver rings? Why did the skeever I just DISINTEGRATED have the fair sense to leave behind its tail for me to create dangerous poisons? Obviously, they consumed enough of some hapless traveller that their material wealth was unable to be properly digested and, therefore, is awaiting retrieval by someone who, for whatever reason, deems it fit to savagely tear open the digestive tract of their latest kill in order to mercilessly rummage through their innards in search of riches.
Of course, this does not apply to the skeevers, as they are filthy little beasts that are only fit to create elixirs that mess up your enemies (except for the armour stuff - that's the good stuff).

Then when he finally found some traders that would talk to him with out running away (Those Khajitt will really do anything for money.) they told him the gem was almost worthless. So he walked off forelorn and upset. That's why he attacked you, to get your loot so he could finally buy himself this "Wolf Armor " he heard about. (Sadly he missunderstood, thinking it was armor for wolves, not armor for people who can turn into wolves.)
