Not false per se, but not entirely accurate. The Godhead of this Dream is the Anu of the previous, whose experience is mirrored in the Anuad up until Nir's death. However, rather than form Creation, Anu sought an escape from reality and became his own Dreamer.
As for the Topic Question? No. Neither Padomay nor Anu are sentient Gods in the sense that the Daedra, Ge, and Aedric Aspects are. They are universal forces of Change and Stasis, as are their direct sub-gradients Sithis and Anuiel: they do not think, they do not act of their own accord, they do not have in and of themselves any personality. They are simply the laws of the Dream.

Going near him will kill you.
No, Sithis is not dead, but neither is he truly living, as he has no physical form, and is the embodiment of death, chaos and change. He can't die.
You can't meet Padomay nor Anu, Anu is a static force of light, while Padomay is chaos and change. They are the force that makes this world.
Padomy, Anu and their respective souls can be viewed as forces like gravity or electromagnetism, they don't have a consciousness and are a fundamental part of reality itself.
They do, without them, the world wouldn't be.
No I think we may defintely meet him/her/it at some point. Anu cast Padomay "out of Time" in the Anuad.....but that was not the last time we heard from him.

So we know that even if you are "outside of Time" it still remains possible to return. I think that the appearance of Sithis in the late 2nd Era and onwards could be the beginning of such a return. That would make for an epid plotline in a future ES game.

Padomay is not Sithis. The biggest problem with the TES community now isn't skybabies or Skyrim remakes, it's people making up lore. "he has negative power" WHAT! Do some research before misinforming people.
Using the information provided by the in-game books The Annotated Anuad, Before the Ages of Man, The Monomyth, Sithis, Mythic Dawn Commentaries, Varieties of Faith in the Empire and Pocket Guide to the Empire you can easily decipher these facts-
-In the beggining there was only the Void.
-The Void is Sithis and Sithis is all-encompassing.
-Two consciousnesses formed.
-One was known as Anu and was a being of morals, creation and benevolence.
-The other was known as Padomay and was a being of evil, destruction and malevolence..
-Each of the three consciousnesses had roughly the same amount of power
-Eventually Padomay and Anu fought and destroyed each other.
-From the remains of the two consciousnesses the Et-Ada formed, the power of Anu and Padomay was split between them inequally.
-Those with a higher concentration of Padomay's remains were more malevolent and destructive than those mostly made up of Anu's remains.
-Eventually the Et-Ada split into three groups; the Aedra, Daedra and Magna-Ge.
-The Aedra used up most of their power creating Nirn and all of its inhabitants.
-The Magna-Ge used up about half of their power helping Nirn before they left for the Aetherius.
-The Daedra used a small portion of their power creating the realms of Oblivion.
-The TES universe started with a set amount of power.
-Power cannot be created or destroyed, only transferred or displaced.
-The power balance in the TES universe looks something like this :-
Nirn and Inhabitants : 31%
Daedra : 20%
Magna-Ge : 13%
Aedra : 3%
Sithis : 33%
I know this tread is rather old but I had my thoughts.
Padomay<Sithis<Lorkhan.
Padomay was Anu’s opposite yet equal. They as infinite can create without losing themselves read that somewhere I think. The Et’eda can’t. They lose parts of themselves to create new things particularly worlds. The Aedra born of the mixed “ethereal blood” of Anu and Padomay gave a large portion of themselves to make Nirn. The Magna-Ge of Anu’s Blood formed the starts as they and Magnus departed Nirn before its completion. The Dedra of Padomay’s blood alone didn’t help to create Nirn, and instead created realms within themselves thus staying as strong as they originally were.
Think of Padomay as a force. Sithis is a reaction of that force and Lorkhan if it’s to be believed is a reaction of Sithis. Connected yet separate.
