Well, I would say that you should first encounter an Elder Dragon when you get to Solstheim. (I am not the person above) You should start to encounter Elder Dragons once you finish a quest for the Skaal called "The Fate of the Skaal". I barely remember the quest so I could be wrong.
Well I just turned level 36 and I was near whiterun when all of the sudden, I see something that sort of looks like a giant SPAWNING an elder dragon. Bethesda, why?

Sounds like a coincidence, as in they were at the same place at the right time. Personally, I've never heard of that before.
Quote: I found mine in the college and im level 38. It stayed there FOREVER. I left and came back and wouldn't leave.
Since you are over level 36, they can appear. Personally, I've had the same experience with several ancient dragons.

There is one Elder Dragon along with a random leveled dragon keeping it company i have encountered in Skyrim during the quest The World-Eater's Eyrie.
After you enter Sovngarde look up at the roof of Skuldafn Temple, you'll find the two dragons there.

I just encountered my first at level 22.... It was quite a challenge especially without DragonRend... But I eventually Triumphed :)
