Glowing's pretty cool. It should actually respawn in Skyrim but the main special thing about Nirnroot was back in Oblivion you could give them to Sinderion and he could make Elixir of Exploration which was a pretty amazing potion. And their called Nirnroot too.

Originally yellow-leaved, the plant mutated drastically during the Sun's Death event of 1E 668. Due to its magical nature, it sensed as a species its impending extinction and used the ash salts found falling from the sky as a new source of food. This allowed the plant to live without sunlight. As the ash content of Cyrodiil's soils diminished, so too did the plant's numbers and it is once again on the brink of extinction.
To keep it simple, It is a Mystical plant that is said to not be able to regrow, dispite someone who is able to grow them, that being Avrusa Sarethi in Skyrim.  The plant in Skyrim isn't as "rare" as the lore states, but can't be grown & appear much less frequent in Oblivion & are truly limited in that game as well.  You use it to make potions which are useful considering you know how to make them.  If not, you can always just sell them or the resulting potion for currency.
