Ater much research, I have determined that Windersand manor is just Nazeem's codeword for the Jarls backside.
Nazeem got his hands on a sample of Vaermina's Dreamstride, wound up in Black-Briar Manor, was promptly kicked out but then he took the Dreamstride again and ended in the Jarl's backside, fully convinced the Black-Briar Manor was his, had a new key forged, and is very delusional and thinks the Drunken Huntsman was the Manor
I found the Wintersand key on another NPC, Acolyte Jenssen in the Temple of Kynareth. I thought it odd...then I remember that Ahlam, Nazeem's wife, helps in the temple...
I think there was going to be a quest or at least some storyline. Probably a love triangle...Alham seems to despise Nazeem, she was probably having an affair (with Jenssen working in the temple too, it makes sense to be him), it's the only reason I can find for Jenssen to own that key.
I looked everywhere for his house but couldn't find it, I even went as far as looking through dragonsreach, but couldn't find it. I stooped so low as checking Faringar's room.

Not as soon as I met him but as soon as he got to bed in order to minimize the number of witnesses. His wife didn't even notice.
