I'm having the same problem and have gone through the wiki list, made a a physical list, double checked each location, waited for 30+ days & checked each location a third time also this time checking locations I had known I had got them as they were checked off of the list and still nothing. I really wish Bethesda would make at least one more patch that takes care of inventory items or supply us with a fix. Unless I want to start over after 225 hours of gameplay. I'm stuck with these in my inventory.

I have completed the quest twice out of about 16 characters, and the only way I have been able to do this is by having a physical list as suggested.
This does not help you now as you have 23 of them, but some places are hard to see them. If you follow the list here Stones of Barenziah it may help you. This list was unavailable when I first did the quest because it was pre patch 1.9, but this helped me tremendously on the second go around.
Personally I don't do the quest anymore as it really is annoying and very time consuming, besides the stones weigh nothing in your inventory, but they just take up space is all.
Also after the latest patches the locations of some stones has been moved (Idk perhaps you knew that already). For example the stone at the Thalmor Embassy is not anymore there, but in a cave (Reeking Cave). I´m using the list as well, and each time as I get a stone, I´ll mark it down. Ok last time I thought it got glitched ´cause one of the stones was missing, but then I found it from Dragonsreach, the place I thought I had checked like 4-5 times. Obviously I hadn´t :D
I'm going to throw this out there in the case that anyone made the exact same 23 of 24 mistake I made as I figured it out. Disclaimer: I've known how to read since I was 3. So be sure you're going to Black Briar Lodge & not Manor. 24 of 24 in possesion.
cause the list is gone my numbers check list is useless and I'm only missing one gem. but cause the list here had the locations its useless in order the way I checkd thm off I dont know what ons missing.

ummm go to them all,,, the list is pretty explicite on specific locations of each gem and its placement at the location, even goes as far as saying how difficult to find.... so I would start at the top and just go through them all... :D
I just completed the quest. useing a youtube video and a checklist I was able to view each location and check them off. I think the list was crrect cause I'm pretty sure the one I was missing was the one that I didn't get when the list was still here. I think the guy that said "be sure you're going to Black Briar Lodge & not Manor." was right cause I made that mistake twice.
I read this post Friday before I started activley collecting the stones, have my list and checked it more than twice, but 23 of 24 missing one too. Went back down the list and cannot find YET the missing stone, I suppose that is what keeps Skyrim interesting, will keep hunting!Laslo451(talk) 17:21, January 27, 2014 (UTC)
Also make sure you get the right room in the blue palace. The Yarl's room is further away than I expected. I wandered into the mages room because he has the large double bed also and it is right around the corner from the throne. The real room is down the hall a ways and behind the double doors.
I killed a ghost or something while it was by the table with the stone on it in Ansilvund, and I couldnt see it cause the cytoplasm was on top of it. I had to click press the action button as fast as humanly possible cause it would only let me pick it up for a split second after I exited the cytoplasm inventory page.
Also hitting the A button (xbox) really fast can get you more than one stone so you can get all 24 without going to 24 locations. Just pick easy locations. And yes it works, in my misc it shows 4 stones but on the quest list it says 9 / 24. I think i got lucky a few times.

We have had this work on both the XBox and the PC. We save before picking up the stone and reload until we get more than one (we have gotten 3 before). Some locations never sem to co-operate while others are easy (mostly those outdoors) - we give up after 5 or 6 trys.
Type the following three commands into the console for a workaround: set TGCrownGemsFound to 24; set TGCrownGemsTotal to 24; setstage TGCrown 30. This will not update the journal entry with the correct number of gems found but it will unlock Vex's dialogue to proceed with the quest.
I'm having the same problem. I'm gonna try this code that you posted. My best guess is that there is a bug w/ blood on the ice cause I'm stuck w/ a strange amulet as well...maybe the one in the palace disappeared or in clan shattershield..I have no idea..went through the list three times now.
I have the same problem on xbox. checked over the list half dozen times, spent 3 real-time days looking through all the locations time after time, and nothing. Still only 23/24. I have the old school 360, and GOTY edition of skyrim. any updates for skyrim for xbox I don't know about? should I put in the expansion pack disc to find the stone?
