Maybe a fragment of the soul. But certainly not it's personality. Animated bodies tend to have similar level of intelligence as the body had in life, but "zombies" are beings without a will of their own.
So... There's no soul, as there's no personality, but some sort of power must be applied to the body to reanimate it.
There are exceptions, however. Soul can be bound to things, creating other kind of creatures.
I would say they might have something still in them, but for the most part, they probably don't have the same amount of soul in them as a living mortal would.Â
I remember user:SajuukKhar saying that ghosts and many other undead beings are actually strong emotions left behind by their respective souls. Like Olaf's hatred of Svaknir and existence as a draugr, despite being in Sovngarde; this also explains the existance of Dwemer Ghosts (who never do anything but attack you). Though this probably doesn't apply to necromancy as there are certain signs that show that part of the soul is still alive.

Some spirits are captured and bound to enchanted items by wizards. If the binding is involuntary, the spirit usually goes mad. A willing spirit may or may not retain its sanity, depending on the strength of the spirit and the wisdom of the enchanter.
Some spirits are bound against their wills to protect family shrines. This unpleasant fate is reserved for those who have not served the family faithfully in life. Dutiful and honorable ancestral spirits often aid in the capture and binding of wayward spirits.
These spirits usually go mad, and make terrifying guardians. They are ritually prevented from harming mortals of their clans, but that does not necessary discourage them from mischievous or peevish behavior. They are exceedingly dangerous for intruders. At the same time, if an intruder can penetrate the spirit's madness and play upon the spirit's resentment of his own clan, the angry spirits may be manipulated.

Well, there is Radac Stungthumz . He doesn't attack the player immediately.
At least some undead do. Dead thralls say "thank you" upon death. The reason they don't just leave or rebel is because their will is bound to their summoner. Also, Meridia states that the necromancer in her temple is controlling souls lost in the wake of the war, implying that shades do in fact retain the soul they had in life.
I think that if the body dies, the soul goes to sovngarde or any other daedric realm. Once it gets reanimated by a necromancer, the soul gets ripped out of sovngarde, but under control of the caster. In this way, the body can still act like a person (fight). I think that in the case of draugr and ghosts, whatever magic reanimates them will corrupt their soul. That is Why they are still acting like the persons they once were (for an example, draugr still say things in their own language)
My assumption on this case is that the soul goes to whatever afterlife Elder Scrolls has. However, the will of a person may go back to the body and awaken it, as is the case with Draugr. Some undead are awaken my necromancy and some people might be kicked out of afterlife and go on to posess their old bodies. But the souls most certainly go to the Elder Scrolls afterlife, Sovngarde according to the earlier post, assuming by the fact that the Skeletal Dragon in Labyrinthian does not give a soul when defeated
I always thought that dead you reanimate don't get their own soul instead you put a fragment of you're own soul in it which explains why you can only have 1 (or 2) raised dead or atoronchs
