That's not true according to this wiki. If that were true it would make Bretons no better as mages than Argonians. Any race can use any play style with enough work and many of the racial abilities can be overcome or achieved by other means, but Dunmer do start the game superior at destruction magic and Altmer have extra magic for use in any school of magicka.
When i made a pure-destruction mage I started as Dunmer for the levels and then switched to Altmer late game using console commands to get highborn, my character is now a halfbreed Dunmer-Altmer.
Altmer no doubt, tho depends on preferences. If you want a pure mage, Altmer is the best choise, not to mention that it gives you that master-mage fell, since the greatest mages of all time were and are Altmer.

Like gold flame said the base skills don't matter sure Bretons have higher skills in other fields than destruction but if I was gonna have a 1v1 duel between dunmer and Breton I would prefer a Breton because of the Bretons base ability and active effect. So a Breton is still an ideal choice for a destruction Mage.
I would say Breton in the long run run. The resist magic and dragonskin power give you survivability (which mages need), and makes them better mages. You're not gonna be pouring points into health, even with altmer +50 int. And with enchanted gear reducing spell cost to 0, what exactly would be the point of highborn? And why did absolutely no one mention highborn can only be used ONCE A DAY. How is that very usefull? Unless you only fight once per day. (-_-)

In Oblivion I'd say Breton all the way....
In Skyrim I Tried all the others BUT settled with Altmer as that was Perfect for what this Dragonborn needed :)
Of course High Born is a "Once a Day" Spell. **Face Palm** it is classed as a "Greater Power" and therefore must and should be used only when the occasion calls for it, nothing more, nothing less.
The Long Run Look , Breton once again is the way to go for those inclined as it's quite useful..
