I think Cyrodiil looks a lot like parts of France.
Horns... Lots of horns would be my answer. Also, scandanavian accents combined with the fact that it is in medieval times.

Not entirely so: High Rock is like Celtic Europe, and Cyrodiil is like Italic Europe. Hammerfell is like north Africa and a little bit of southern Spain and Italy.
If Cyrodiil is based off the Shire then it's real life equivalent would be Worcestershire, which is a mostly rural county in the West Midlands of England.

I think that High Rock is more like France as they have castles and lords, the Reachmen are celts

France ultimately has a Gallo-Roman base, and Brittany is still (mostly) Celtic. Furthermore, there are many Celtic peoples who also had native castles and lords (the petty kingdoms of Wales, the clans of Ireland and the Scottish highlands). Also, the geography of the remaining Celtic lands (Ireland, Scotland, Wales, Brittany) fits High Rock better than mainland France.
