Who is the better Jarl for Falkreath? Siddgeir the brat, or Dengier, the paranoid guy?
Maven rules supreme. I admire her savvy nature and ruthless nature. A big reason I support the empire is because I prefer Maven as Jarl to that book-end of a character that is Laila Law-Giver. As for this question, I prefer Siddgeir simply because I just do. I prefer all the Imperial Jarls to the Stormcloak ones.

If you meet Siddgeir at the Thalmor Embassy party, you'll prefer Dengeir forever. Apart from his dishonest and corrupt nature (the first thing he asks you is to discreetly deal with some bandits now that he isn't profiting from their activities anymore), Siddgeir will tell you that he genuinely likes the Thalmor and will say, in his haughty voice, that "if you ask me, those Talos worshippers got what they deserved". Siddgeir doesn't care one bit about the people of Falkreath, and will admit that he lets others do his work for him because he's only interested in the luxuries and the connections a jarl can get.
Dengeir, while paranoid, does care about the people of his hold and the future of Skyrim. He's not just in it for the mead, the fine wine, the women, the parties and the clothes. And his paranoia is actually justifiable, considering that his nephew Siddgeir is not just tolerant but accepting of the Thalmor and uses assassins to 'tie up loose ends' once people have become expendable to him.
Hard to say, both have they're reasons.
Siddgeir is lazy and very dependent, not really fit for the title, but he lets his steward nenya do everything so she is practicaly the one who is turning Falkreath around.
Dengeir may be fit for the title since he cares for his people but is kind of paranoid, think he needs some therapy. He keeps thinking Lod is an imperial spy and thinks most of the people were brible by the imperial legion. Well he usually just loiters around the longhouse, since Tekla isn't much useful for just being a maid to be a steward. Aswell he thinks tekla's a spy too.
Dengeir, even though i always side with the empire. Hes honest, even tells the truth about Ulfric being a selfish power hungry usurper that only cares about his own ambitions.
You've never bothered to actually listen to Ulfric, nor actually look into his story, have you. One learns nothing by looking at face value.

Jarl Siddgeir is nothing more than a spoiled brat who was never qualified for a position of leadership. He is a complete kiss ass not just to the Empire but also to the Thalmor. He often sings the praises of these witches stating that the Thalmor know how to treat a Jarl and that Talos worshippers get what they deserve. He only cares about the luxuries of being a Jarl making his steward take HIS responsibilities as Jarl. He allows bandits to prey on the citizens of his hold so long as they give him a cut of the plunder and asks the dragonborn to stop these bandits, not because they're harassing his people but because they've stopped giving him his cut. One thing I enjoy about joining the Stormcloaks is that I get to send this vermin off to a dingy basement where he belongs.
While Dengeir is quite paranoid, he is mostly right which is fundemental since Dengeir's story of how Siddgeir became Jarl makes more sense than Siddgeir's story as it's pretty clear Dengeir didn't step down voluntarily. You can even ask Dengeir about why he's a better Jarl than Siddgeir and he makes it crystal clear why.
1) He doesn't let bandits prey on his citizens
2) He doesn't waste Falkreath's treasury on fine clothing and expensive mead
3) He actually does his job as Jarl rather than delegating all of his responsibilities to his steward and he's aware that a Jarl's primary job is to protect his hold and his people, not engage in frivolous luxuries.

I think that Dengeir is definitely the best Jarl for Falkreath but I always side with the Empire as Ulfric is racist and power-hungry
