Yeah you might have a glitch unfortunately. For me he always has daedric arrows and a random selection of daedric armor and weapons, both enchanted and non and it resets every two days. He also seems to keep quest items that you sell him when finished with the quest and can then buy back if you want: my merchant has had the right eye of the falmer and Haldirs staff in his inventory for a really long time. But yeah I think black market is one of the most useful powers in the game, even if you don't or can't buy daedric stuff from him its awesome having a merchant you can summon at any time and he's always got 2000 gold
Best way to get Daedric Arrows is honestly...put a few on your follower and then whenever they use a bow they will fire Daedric Arrows(as they have an unlimited supply) and then pick them up from their target or if they miss in the ground. I have gotten like 450+ from this lol

There is another good way, just reverse pick-pocket them into one of the gaurds at the training area in solitude or vipir the fleet in the ragged flaggon and afk for a bit and just pick up the arrows from the target. You'll end up with a lot more a lot quicker.
Could be your Level interfering with his Menu, or Random Number Generator just gave you some bad luck.
dudes I'm having problems too he only sells ebony stuff I'm level 50 and even sometimes he doesn't have 1 single item.. only 2k gold. He also sells daedric arrows but any fletcher or blacksmith sells daedric arrows this is a huge disappointment..
I usually go with the Butler anyway because I get tired of being overencumbered.
You can get deadric armor and weapons through the Atronach Forge (Minus the boots which are glitched to not show up in your inventory) although this does require the sigil stone which is gained from the Conjuration Ritual Quest or you could just grind your smithing.
I find that an easy way to level smithing is just to Transmute iron ore to gold (levelling your alteration) and craft some jewelery and then sell that stuff to make some gold and level speech at the same time, you can increase the smithing grind more by activating the Warrior and Lover stones at the same time via the aetherial crown.
Much like with enchanting and speech, the higher the value the more it's going to level the skill (Example, crafting a gold diamond necklace is going to level your smithing quite a bit, and if you give it an enchantment that raises the value the most, fortify sneaking being an example, that would increase enchanting more, selling a super valuable item is going to level your speech quite fast).
If you find it difficult to find daedra hearts just do Pieces of the Past, the dremora at Dagon's shrine apparently respawn after a few days from what I hear.
And if you just want to gain levels and perks regardless, try the Secret of Arcana + Telekinesis + Fast Travel exploit. Because legendary skills are a thing you can make alteration a legendary skill and repeat the exploit as many times as you want
I assume it goes by normal game standards, and so it will begin appearing in his inventory around level 48 or 49.
