TES, by far.
Reason why?: MAGIC, plain and simple.
How could you possibly know a thing like that?
One word( or maybe four ) Alchemy/Enchanting/Smiting Loop
The fallout universe is more painfull, depressing and scary...maybe.
But the elder scrolls is by far more dangerous, just because someone or something doesn't want to kill you all the time doesn't mean it isn't dangerous.
Fallout World, you are constantly in danger and supplies to handle the post-apocalyptic world is scarce
TES world, even though there are threats from god-like beings we should not think every commoner will encounter them like the protagonists of various games. In fact Tamriel did not see Dragons flying about burning down towns until the events of TES V: Skyrim.
I'll be honest if we're talking about JUST Tamriel than Fallout by far, but if we're talking about The Elder Scrolls Universe than I don't think a Fat Man is gonna take down Mehrunes Dagon or any other Daedric Prince. I mean really do you think for a minute that you could Kill a Daedric Prince with a Laser Weapon or Fat Man? Probably not, and I get EVERYTHING in Fallout wants you dead (except Dogmeat unless you piss him off) but you can't kill a Daedric Prince or normal Daedra you just send them back to Oblivion unless you literally go into Oblivion to PERMANENTLY kill them and that's even hard. Yes Fallout is more dangerous than Tamriel but TES Universe is more dangerous because of Demonic Princes of great power and Dragons that can't be killed permanently (Unless you have a Dragon or Dragonborn Absorb their soul) in terms of humanoids though... Elder Scrolls loses by a land slide in terms of being Dangerous. So is Fallout more dangerous than Tamriel? Yes. Is Fallout more dangerous than The Elder Scrolls Universe? your not a random person, your a Dohvakiin aka Dragonborn which means your one of the most powerful people ever whithout learning any shouts or magic but whenever you learn all the shouts you become a petential threat to them which if Bethesda put it in the game files any of Daedric gods/godesses could just erase your existence
TES world is more dangerous than Fallout world because there are a whole lot more threats and a lot more dangerous creatures
