I am playing through the final stages of the Dragonborn DLC and am stuck at Sahrotaar. I have hit him with bend will and have tried to mount him in order to fly him around, but even once I'm standing on his head/neck, nothing happens.
Is this a common glitch? Does anyone know how I can resolve this so I can continue with my game? Thanks.
Does he take off without you? I had this same issue where my dragonborn was stuck in place while Sahrotaar took off without him. The issue was with a dragon companion mod I had installed from skyrim nexus. Removing it fixed the problem. I read elsewhere that removing the skeleton.nif mesh from meshes/actors/dragon/characterassets fixed the problem for them. Good luck

I am playing on the PlayStation and I have hit him with bend will over and over again and nothing...he just sits there. Nothing at all happens other than he follows me with his head every where so go with no option to ride, sooooo very frustrated!!
Just bypass him altogether
If you’re on console with special edition then get the ring of air walking mod. This will allow you to basically noclip your way to it in console. It can be found in a chest along the road from Helgen to riverwood. Also keep in mind to go pretty high up before traversing over the green goo. it forces you back if your low enough to the ground. The quest arrow will be on Sahrotaar until hermaeus mora kills mirrak.
If you can breather under water long enough you can swim all the way to the bottom. Make sure you are facing the tallest tower in the middle. Keep going up to the top to check how close you are and save everytime. Once you are close enough and breach the top of the water it will teleport you to miraak. You just walk up and attack him from there.
Some of these post are old, but I had this issue a couple days ago. I was about to just quit the game because killing Miraak is kind of a big deal when you buy the Dragonborn DLC. BTW, I’m Playing on PS 4 so no console commands. Sahrotaar had landed and it was no longer hostile, but I couldn’t mount him. I searched all over, and found a random post. It said to hold the shout button (Bend Will) for 10 seconds which seemed too simple. I’m not sure if it’s exactly 10 seconds but just hold it down and it should work. Good luck!
Im on Xbox One and tryed to mount Sahrotaar after using the shout but wouldn’t let me ride him or press the button to ride. I just used noclip from a mod but it wouldn’t work with the other dragons. Even now it hasnt been fixed.

Xbox One - I get this bug from time to time when I do Dawnguard first, then do Dragonborn. I don't use any mods, so none of the fixes really apply to me -- HOWEVER --
I found a FIX for another glitch, that allowed me to complete the quest.
That bug is a glitch with fighting Miraak where the dragons don't spawn right and they can't complete the quest, and they decided to write a mod to fix it themselves.
The mod is "Miraak Fight Glitch Workaround"
What it does is adds a trapdoor from the beginning to the word wall, and another trap door from the beginning to the summit where Miraak is.
I shouted at Sahrotaar but couldn't mount him, so, I took the trapdoor back to the beginning.
Then I took the trapdoor to the summit. I talked to Miraak and the fight began as it should.
Sahrotaar will show up after about a minute, and you may see the tutorial instructions appear on your screen.
Hopefully they have this mod for other consoles as well, since PC is the only one that seems to have a workaround.

NOTE: This mod also adds a button pillar. You won't need to press it because it is for the other glitch where the dragons don't spawn right. It will conjure the right dragon to continue the fight, so DON'T PRESS IT!
