I don't know, but there is definitely a minimum requirement. I tried it at level 15, and that was a mistake. I ran into a room with 2 Draugr Deathlords and a Draugr WIght. I don't think Deathlords even normally occur at level 15 in regular Skyrim. Needless to say, I went back to the mainland and did Dawnguard instead.
Looking around it would seem that 20-25 is a good place to start. But even then I've seen people say they get destroyed at level 40. It just depends on your build/skill set.
Your game difficulty is also a significant determinant.
it depends i have an orc lvl 4 going in and im doing okay but my game is on easy cause dragons are brutle, anyway it depends on your skills and your play style, just remember your gonna die a LOT. Good luck
Try not commenting on old threads, if the question is already aswered, but even if it isn't they will likely not on a over 6 months old thread. If it has a fun goal and is dead, create another one.
It depends mostly on the difficulty. I had a level 15 spellsword character doing well in adept.
This is a old thread but like 73.27.2.20 said (and if the difficulty is set around the middle) between level twenty and thirty seems to be the generally recommended level (a fair few creatures on Solstheim start off around those levels), also as some else said it depends on how focused your skills are on combat.
It is probably better to wait until you can start the opening quest Dragonborn properly, and thats after a few of the main quests from Skyrim (and then the quest should come and find you).
Is their any way to keep the cultists from spawning until I want them to, say after completing the main storyline and Dawnguard?
The cultists are triggered by the The Horn of Jurgen Windcaller (or The Way of the Voice) quest so avoid that main quest and they won't appear, if your on the PC there is the mod Timing is Everything that lets you change when quests start.
