It doesn't make you spend 4 points into useless perks it take the standard +20% skill that you have to take anyway, then you get 50% fall reduction which is useless...

Conditioning is just the same as Unhindered. Even though Unhindered is less of a change, they both have the same outcome (unless I'm wrong).
I don't know what you got the resistance part from, I swear I read through the text a good 3 times and I just can't find it. It might be that I'm bad at reading or you missed to state what the resistance meant. Maybe you meant the stagger resistance which yes, is a good perk but doesn't make that big of a change.
Reflecting vs Avoiding:
Reflecting the damage in heavy armor doesn't say anything about ignoring the damage, only bringing the amount dealt to you back to the attacker. Which means that you deal more, but also take more damage than in Light armor. (Unless I'm wrong again in which case please do correct me)
So for that, it's 50% stagger resistance vs 50% stamina boost. Stamina is obviously a huge benefit compared to the stagger resistance as you already don't get staggered much and again, compared with and without the perk in a video experiment, doesn't really change much at all. Stamina is useful for running longer and making more power attacks in combat.
Reflecting vs avoiding - Ok, both are good. I guess this one comes down to personal preference but, the reflection is such a tiny damage amount, it's not even that necessary. Avoiding hits is always useful. You take less damage in a fight, and you still deal pretty much as much damage as you would in heavy, because the reflect damage is such a small amount.
So summary: Heavy armor gives a petty stagger resistance that doesn't help much at all. You also get a really small reflect damage bonus. Light armor gives a 50% stamina regen, which gives you much more power attacks, dealing more damage in the end. You avoid hits, which you do not in heavy. So Light deals more damage, and takes less damage.
For the soup part, even if you'd drink it when in heavy armor and get as good benefits as light, you can still drink soup in light armor and get twice the benefits. That's a lot of more stamina.
