Hi, what horse are you using?
For example if you're using Shadowmere, just parking it there and riding a different horse without fast traveling will leave it there.
However if you're using a horse from a city stable or your Falkreath house's default stable horse, just mount any horse anywhere, it doesn't matter if you fast travel or not. The moment you mount another horse, it recognizes you don't want him anymore and he will just go back to its default stable and sulk.
BUT if you mean you want to just stable a horse without having another horse follow you around, try to look for a wild horse. Some bandits may have them or you can also find some in Stormcloak/Imperial camps. Ride the wild horse to disown whatever horse you wish to stable, then kill the wild horse or something.
Depending on the wild horse, it may just walk away to return to its own stable/location once you dismount it, then you won't have to kill it.
Hope this helps.
This is random but I’m pretty sure Shadowmere is a guy because when you get him Astrid says he’s a “fine stallion@

How did you mistype " as @?

On for example swedish keyboards " and @ are on the same key. (*shift + 2* makes " and "alt + 2" makes @)
