Is it at all possible that Vivec (or any other Chimer) had children, and that Chimer could be alive in 4E?

Maybe Lord Nerevar could find some kind of surgon in Akavir, and maybe his old memories too, then bring himself back.
Akavir is on Nirn too
As far as I know, Akavir is on Nirn but it is far more advanced then Tamriel - Nearly all advancedment, even in 4E, was caused in some way by the Akaviri. The Blades, Empire, etc. I would love to see an elder scrolls game in Akavir.
I can feel another Kirkbride rant brewing so i will shut up now, i will just say i don't think the Chimer (and other lost races) will actually be in the game again unless Bethesda pull a 360 in a new game (like Pelinal said using some new plotdevice).
I was responding to you saying that after the events of Morrowind Vivce remained and then dissapeared. You can kill him during the events of Morrowind. And don't worry, I won't make a Kirkbride rant.
Note: Strangely everytime I go on the computer my Wiki Contributer number changes. Is that normal?
Yeah first time i met Vivec i couldn't resist taking him on (when i killed him i got the reload your world is doomed message though) but it was me who wanted to rant i hate how much the confusion he can cause by still writing after leaving Bethesda, for example this wiki has the Trial of Vivec as the last mention of him (the Kirkbride story of Vivec's revenge). Another wiki say's the last mention mention of Vivec was either being taken by a Deadra in the the Oblivion Crisis or like you say he was killed by the Nerevarine.
Your wiki contributor number is actually your ip address some software and proxy programs can change your ip but it shouldn't just change for no reason.

It means your IP has changed. This means you've either accessed the site from a different router and/or computer than the previous one.
Vivec is definitely dead. He is also definitely alive. The Prisoner is given the choice to travel along whatever 5th dimension stream he wishes, just as there is a universe where you died yesterday in a car crash. The concept of C0DA is just quantum mechanics in a fantasy setting.
Which is perfectly ok. Personally, I adhere to both being true. Both realities exist which means he is dead and also capable of saving the dunmer from Landfall.
