I agree with you there, but despite him being racist, I side with him on the war because people should be allowed to worship any deity or deities they want (be it Talos, Jesus, Ganesh, and so on) as long as they don't try to force it on others, like the Empire and Thalmor are doing. I also side with him on the war because, even though he is a bit power-hungry, he has a pretty strong city, which is pretty safe (except for the murders going on, of course that might be another city, I forget).

But I digress. In my opinion, Igmund. Keeps a cool head, incorruptible by the Silver-Bloods, and overall a true Son of Skyrim.
Every Imperial-aligned Jarl, including Balgruuf (who actually starts off neutral in the war).
A couple of them are corrupt and one of them is inexperienced, but that's to be expected. They at least actually have good advisors and court-wizards.
Balgruuf, Brunwulf, and Igmund are shining examples of what makes a good Jarl.
Brina Merilis is an honorable former Legionnaire. She makes a better Jarl than the complacent Skald.
i'm gonna go for jarl Idgrod Ravencrone. she's a good and wise leader who cares deeply for her people (even though they don't care for her), and her visions might help in running the hold effectively.
I'm sorry, but I forgot to mention that even though I side with the Stormcloaks, I fight on the side of the Empire since it's not really their fault, It's the Emperor's fault. The Empire didn't sign the White-Gold Concordat, he did.
