I've already completed the Civil War quest series so Season Unending would never take place. I went to try and kill Elenwen but she was still essential. Is this a bug or do I just have to get to the main quest The Fallen for her to become un-essential?

Are you sure it just wasn't a Thalmor Justiciar? That's a more likely story. And she is essessntial until you complete Season Unending/The Fallen.

I had already completed Season Unending and the main questline... I'm pretty sure it was her, because it was a blond female and her robes were unhooded and as far I know, the only ones that wear the unhooded thalmor robes are Elenwen and Ancano

No lie. I just actually killed Elewen just bout 10 mins ago. All you got todo is beat the whole Main quest and Stormcloak side, after that you use arvak to go across the fence or use the underground cave from "Diplomatic Immunity" then when you hear elewen from the otherside you use a Wooden Plate to glitch through then tada~

Dont forget another strong thalmor?! If have 2nd Great Wars mod, from past Great Wars or she called "Destroyer from Great Wars" because she professional mage killer, also the leader of Thalmor. If Elenwen still alive maybe she can cancelled the "Destroyer" wake up. If not maybe dragonborn must to fight real deadly boss(Destroyer from Great Wars). She hidden & still alive in cave until 200 years but must have the mod or look youtube to easy know?! She killed by dragonborn(If he/she choose wars) after the last 2nd Great Wars also Stormcloack/ Imperial choosen become friends. Thalmor weak because Hammerfell help fight too in Hammerfell area.

FWIW my dragonborn character has killed Elenwen. I've gotten all stories completed on an XBox 360 with the DLC included. I've re-entered the Thalmor Embassy via the glitch of jumping on the wall on the Embassy right. I pulled myself through the short wall by casting Summon Arvak on the other side of this wall and pressing A to mount. I turned left after dismounting and entered the Embassy. Elenwen was across the hall from the entrance door I ust used. She was sleeping on her bed. I cast a paralyze spell then struck a death blow with my glass dagger. Viola she is dead.
