Yeah, there's definately conflicting information. If you have these weapons, then can you test it out on a Skyrim save?
I think that statement only applies to regular daggers like the Dragonbone Dagger (speed of 1.3). Since the Blade of Woe (speed of 1.0) is a unique dagger, it isn't covered by that. I looked in the Creation Kit and the Dragonbone Dagger was listed as 1.3 while the Blade of Woe was listed as 1.0, so it looks like that sentence in the article is just poorly worded.
Atvelonis is correct. The point that the article was trying to make is that the dragonbone dagger is higher DPS than the Blade of Woe because of the difference in swing speed, since many players will be weighing the two against each other.
The factor that tips the scales in favor of the Dragonbone Dagger is that it comes unenchanted. It's entirely possible to disenchant the Blade of Woe, then enchant the Dragonbone Dagger with a potentially better version of the life draining enchantment (and a second enchantment, if the 100 point Enchanting talent is possessed) and have the best of both worlds.
It's kind of unreliable to calculate damage as an "over time" expression without autotargetting or some other function to ensure a constant and steady stream of attacks hitting the target; in a game like Skyrim, where Dragons can take off flying and even bandits have the tendency to run away, optimum damage over one second might be less important depending on the player.
