Tirvel Balen is a Dunmer commoner in the eastern part of Raven Rock. He is a messenger waiting to be escorted the Nerevarine to Hroldar’s wolves to be killed.

The task is to eliminate a messenger sent from the colony, but they must make it appear that wolves overtook the man. They are to follow Hroldar the Strange out into the wilderness, then lure the man to the location.

"Uhhh....hey. Are you busy right now? I don't mean to bother you, but there's this report I need to deliver..."
- report "Yeah, how did you know? I'm supposed to take this to the Fort, but .... but I don't really want to go. There's wolves and bears and things out there, you know? I'd feel much safer if I had an escort. Do you maybe you'd go with me? I do need to get there soon."
- Yes "Really? Oh, that's great. Okay, let's get going. This has to get to Carnius as soon as possible."
- No "No? Hrmph. Well, I'm not moving from this spot until someone goes with me."
(If approached again during the escort)
"We've got to keep moving. I don't want to get in trouble for not delivering this report on time!"
