Prologue:

Before I begin, know that this blog is not created with the intention of inciting arguments, nor am I "seeking validation". I am merely curious about your opinions.

To business:

Recently, I took the time to read all the dossiers at the Thalmor Embassy. Ulfric's dossier jumped out at me. To read it, just click here: Thalmor Dossier: Ulfric Stormcloak.

After reading it, I began to wonder whether or not Ulfric could be a Thalmor agent, or was in the past. 

Now calm down, Stormcloak fanboys whose rage I can feel even before posting this. This is just my opinion and is not necessarily true, though the evidence is fairly compelling, but might not pan out.

"After the war, contact was established and he has proven his worth as an asset."

Contact was established. Not much room for interpretaion there. That means the Thalmor contacted Ulfric, and he cooperated with them, however briefly, he DID work with/for them. 

"The so-called Markarth Incident was particularly valuable from the point of view of our strategic goals in Skyrim, although it resulted in Ulfric becoming generally uncooperative to direct contact."

This means that Ulfric worked with the Thalmor to stage the Markarth Incident. Why, do you ask? In my opinion, the Thalmor wanted to spread the seeds of rebellion amongst the Nords. The Markarth Incident was a good start. However, the dossier here suggests that Ulfric stopped helping the Thalmor after this incident, but if the Dossier is correct, he DID work for them, without a doubt. 

"...obviously Ulfric's death would have dramatically increased the change of an Imperial victory and thus harmed our overall position in Skyrim." 

This seems to confirm that the Stormcloak Rebellion was orchestrated by the Thalmor. Simple fact, if the Empire is busy fighting amongst its own provinces, they'll be weaker when the Thalmor launch their second Great War, regardless of whether Skyrim secedes or not. 

Now, this raises the question: why would Ulfric have helped the Thalmor if he hates them? There are a few explanations: 

1) He only came to hate them after the Markarth Incident, but this is unlikely.

2) He is not as holy as the Stormcloaks believe, and does not actually hate them.

Conclusion: 

The information in the dossier suggests that, during the events of Skyrim, Ulfric is NO LONGER a Thalmor agent, but that he WAS during the past. Not an unknowing helper, but a willing participant in their schemes. Whether or not he hates the Thalmor in Skyrim is irrelevant: he worked for them in past, and is currently helping the Thalmor, unknowingly, by weakening the Empire with his rebellion. 

Imagine if this information were to reach his Stormcloaks followers: Ulfric once was a Thalmor agent. They would likely ask for his immediate execution for aiding the enemy.
