I found it on my  360  ! They said it wasn't possible, PFF lies! You want to jump on the roof of the middle thing in the Riften Shopping district the two word Whirlwind Sprint onto the roof that is the closest the jump to the roof next to it the fall off and your out of Riften. Then go southwest till the top of the mountains then go south till you see it! Works on  360   PS3   and you could do it on  PC   but easier ways are avalable.
