I read a news report here (it's in Chinese). It says, "Foreign media publicized that Elder Scrolls Online will be stable at 30fps on both PS4 and Xbox One. But still, fluency is a problem in massive PvP."
I couldn't find out which "foreign media" it is so I can't confirm if this is true. The reasons why it's not 60fps are probably the high resolution of texture and the large scale of the game world. In my opinion 30fps is acceptable on PC and I think it's also acceptable on consoles though 60fps is better.
What's more, Xbox One and PS4 will be for sale in China probably in September but I don't think ESO will be released in China.
