Vivec Informants is the fourth quest in the main questline of The Elder Scrolls III: Morrowind.

Objectives

  1. Receive orders from Caius Cosades in Balmora.
  2. Find Huleeya in the Black Shalk Cornerclub in Vivec City's Foreign Quarter.
  3. Escort Huleeya to Jobasha's Rare Books and receive the information.
  4. Find Addhiranirr in the Underworks of the St. Olms Canton.
  5. Deal with the Census and Excise Agent Duvianus Platorius.
  6. Receive the information from Addhiranirr.
  7. Find Mehra Milo in the Hall of Wisdom.
  8. Acquire the book Progress of Truth.
  9. Return to Caius in Balmora.

Walkthrough

Caius Cosades' Orders

After the previous quest, the Spymaster explains that three people in Vivec City have information on the Sixth House, the Nerevarine Prophecy and the Nerevarine Cult. These people are Huleeya, a Morag Tong assassinAddhiranirr, a Thieves Guild operative, and Mehra Milo, a Temple priestess. Cosades, then warns the Nerevarine to be cautious and discreet.

"Huleeya is an Argonian and a Morag Tong assassin. You will find him in Vivec, in the Black Shalk Conerclub in the Lower Waistworks of the Foreign Quarter. In addition to his other skills, Huleeya is also known in Vivec City as a student of history and a lover of books and old things."

Huleeya can be found in the Black Shalk Cornerclub, in the Lower Foreign Quarter Waistworks. He will ask to be acompanied to Jobasha's Rare Books, but before proceeding the Nerevarine must deal with three Dunmers (Notes: There are several ways to do this, using Calm, bribery, convincing or entering a fight - The latter will not be considered a crime if they attack first). After, they all go to his friends shop. After arriving, he will thank the hero and give his notes about the Nerevarine Cult, however, he knows nothing about the Sixth House.

"Addhiranirr is a Khajiit, and a Thieves Guild operative. You'll find her in St. Olms Canton in Vivec. Be careful what you say, and use common sense, people in cantons are suspicious of outsiders; you may have to win... or purchase... their confidence."

Addhiranirr is a Thieves Guild member and connoisseur of the Vvardenfell's Black Market. She can be found in the St. Olms Canalworks, hiding from a Census and Excise agent. And will only give her information if the Nerevarine deals with the agent and makes him leave Vivec.

Find Duvianus Platorius and enter a conversation, there are several possibilities (Note: No matter the answer chosen, it does not affect the rest of the quest). He will then leave. Upon returning to Addhiranirr, she will be thankfull and will recount everything she knows about the Sixth House: The Sixth House is the "lost" house, the "sleeping" house, the House Dagoth, which was destroyed in the War of the First Council, And will add that smugglers have been rejecting common jobs and working exclusively for this mysterious House, although, little else is known about their dealings, it is willfully being kept secret.

Mehra Milo

"Mehra Milo is a Temple priestess who works in the libraries of the Hall of Wisdom and Justice. She's a friend, so be careful, and don't get her in trouble. The Temple is suspicious of outlanders, and wouldn't be happy to find Mehra talking with you about religious matters. She'll be easy to spot. Look for the priestess with the copper hair and copper eyes"

The Hero must find Mehra Milo, who is a priestess of the Tribunal Temple and works in the Hall of Wisdom's library. She will immediately recognize the Nerevarine, and will ask to follow her to a safer location, where no one can witness the conversation. She will, then, reveal that the Ashlanders believe that the Tribunal Gods are false gods, and Indoril Nerevar, the Chimer general of the First Era, will reincarnate as the Nerevarine, who will cast down the Tribunal and defeat the terrible Dagoth Ur. She goes on to explain that the Dissident Priests believe in the prophecy too, they were persecuted for it and had to go into hiding. She will suggest acquiring the book Progress of Truth, which recounts the Nerevarine Prophecy. The book is, however, outlawed by the Tribunal. She indicates that it can be found in the Hall of Justice Secret Library or it can be purchased at a merchant who will sell it despite the ban.

The foreign Quarter

It can be retrieved in several ways:

  1. It is sold in the Foreign Quarter by Jobasha, the owner of the book shop where Huleeya was previously escorted to.
  2. The book can be found in the Hall of Justice Secret Library. The secret library can be accessed through a locked and trapped door found in the Justice Offices or in the Office of the Watch, half-hidden under a carpet.

Return to Balmora

After returning to Balmora, the Spymaster Cosades will thank the Nerevarine and offer an amount of Gold as reward. And will ask for some time before giving new orders.

Caius sent me to Vivec with three tasks: speak with Addhiranirr, a Khajiit Thieves Guild operative in St. Olms; speak with Huleeya, an Argonian in the Foreign Quarter, at the Black Shalk Cornerclub; and speak with Mehra Milo, a Temple priestess at the Hall of Wisdom in the Temple Compound. When I have information about the Nerevarine cult and the Sixth House cult from these three, I report back to Caius. Caius gave me instructions in writing.

The Spymaster took my report, and the notes from Huleeya and the 'Progress of Truth.' He needs time to read and digest my report, but in the meantime, he gave me 200 gold to spend and told me to go out and get some guild or freelance jobs, or get some training. When I'm ready, he says to come back, and he'll have new orders for me.

I found Huleeya, but we can't talk at the Black Shalk Cornerclub because some troublesome fools are bothering him. He says he'll answer my questions if I'll travel together with him to Jobasha's Rare Books.

Racist thugs are bothering Huleeya. He wants to avoid trouble. Perhaps I can persuade them with words or coin to leave Huleeya alone. Otherwise, Huleeya thinks that there must be bloodshed.
I spoke with the troublesome fools bothering Huleeya, and they agreed to leave him alone.
Huleeya will follow me to Jobasha's Rare Books. There he will answer my questions.
Huleeya has followed me to Jobasha's Rare Books. He says he'll answer my questions here where we can talk in peace.
Huleeya hadn't heard of a Sixth House cult, but he knew a lot about the Nerevarine cult. He gave me notes to give to Caius. The main thing I gathered is that the Temple's conflict with the Nerevarine cult is tied up with ancient grievances between the Ashlanders and the Great Houses.

I'm told that Addhiranirr is hiding because a Census and Excise agent is in the area. She's probably down in the underworks.

Addhiranirr will be hiding in the underworks while the Census and Excise agent is in the area. Addhiranirr was too concerned about the Census and Excise agent to answer questions for the Spymaster. Maybe I can do something to get rid of him.
When I told the Census and Excise agent that Addhiranirr took a gondola to the mainland, he said he was heading back to the mainland anyway, and would look for her there. Maybe Addhiranirr will be grateful that I've gotten rid of him for her. When I told the Census and Excise agent to look for Addhiranirr in the underworks, he was pleased. He didn't seem in a hurry to do anything, though. I wonder how Addhiranirr will feel about what I've done.
Addhiranirr was pleased that I'd taken care of the Census and Excise agent she'd been worrying about, and now she's ready to answer my questions on the Nerevarine cult and the Sixth House cult. Addhiranirr was angry that I'd told the Census and Excise agent where to find her. Now it's going to be very hard to persuade her to answer my questions on the Nerevarine cult and the Sixth House cult.
Addhiranirr says that some smugglers are now working for the Sixth House, but Addhiranirr couldn't find out what they are smuggling. Addhiranirr thought it was strange that smugglers who usually brag about their smuggling are suddenly being very quiet about what they smuggle for the Sixth House. I wonder what is being smuggled, and why it is such a big secret. I think this is the sort of thing Caius Cosades is looking for.
I finally managed to persuade Addhiranirr to answer my questions on the Nerevarine cult and the Sixth House cult.

I found Mehra Milo at the Hall of Wisdom, but she says she cannot talk with me. She must feel she is being watched. She says to meet with me in the back of the library.

I found Mehra Milo in the back of the library. She says she knows nothing about the Sixth House, but she is willing to answer my questions about the Nerevarine cult.
Mehra Milo says copies of 'Progress of Truth' can be found in the secret libraries of the Hall of Wisdom, but that they are guarded. She says it will be safer to search booksellers for a copy. She says some booksellers will sell outlawed books.
Mehra Milo says to tell Caius Cosades that she is worried that she is being watched by Ordinators, and that if something goes wrong, she will leave a message under the agreed code word "amaya".
Mehra Milo says the Temple persecutes the Nerevarine cult because they claim the Tribunal are false gods. A group called the Dissident priests disputes Temple doctrine on the Nerevarine prophecies. A book "Progress of Truth" describes the beliefs of the Dissident priests. Mehra Milo says I must get a copy of 'Progress of Truth' to give to the Spymaster.
