Zennammu is a Dunmer Mabrigash who resides in the Shashurari Camp in Morrowind.
She is currently holding an Imperial missionary, Jocien Ancois, hostage. She will not release Jocien unless she is either given Assaba-Bentus as a trade, or she is killed.
