Zulana is a Khajiit found in Mathiisen. She hails from Dune and aspires to sell weapons, but is having no luck.
In reality, Zurka acts as an agent of former Eye of the Queen Krin Ren-dro, who sent her to Mathiisen to keep an eye on the Veiled Heritance and their activities in Auridon.
