Thats christian mythology, Asgard or Valhalla had no equivalent to hell.
Thank you! Hell comes from Hel, which was the ruled by Hela Lokisdottir in the Germanic Pagan traditions. Because the English were Germanic pagans before Christians, we use Hell instead of Hades. Fun fact: in early Hebrew tradtions, there was only Sheol. We don't really know or understand what the beliefs around Sheol were. But what we do know is that it was not generally thought of as anything like Heaven or Hell. Likely, just a dream sleep. Early Hebrews believed in reincarnation. The soul of the ancestor you named a child after inhabited their body. Hence why in the New Testament it was such a dubious event that Zechariah and Elizabeth named John the Baptist 'John' (Hebrew 'Yochanan'), a name that was not in his family (Luke 1:60-61).
I would say that they wouldn't go anywhere. Their soul will just simply cease to exist, which is what many people are afraid of today. That's just my theory.
If you complete the Dark Brotherhood questline before you get there, it's one of the options you get to demand entrance. So I think anyone can get in, you just need to be good at what you do, and not be a werewolf. Honestly, I think the Skyrim version of hell is just the devs deciding that particular charachter had peaked, and not writing anymore story for them.
Nord hell? They're experiencing it right now, in Fourth Era war-torn Skyrim.

I would say Oblivion or the void. Sithis in the void would be like Lucifer, and I'm not sure if there is an overlord of Oblivion to be like Lucifer.

Yes, but Helheim wasn't particularly hellish. It was just not as awesome as Party Town in Asgard. The real closest thing is Niflheim, where murderers and such ended up in a constant chilly wasteland.
